§ 130.11. Overnight, long-term boat storage at Fisherman's Park and Grayden Paul Park.

  • (A)

    Permitting.

    (1)

    Overnight, long-term storage on town property is limited to permit holders only.

    (2)

    Permits are issued annually.

    (3)

    Permits are valid for 364 days following the date of issuance.

    (4)

    There are 45 permitted spaces on racks provided by the town. Of these total spaces, 12 spaces are at Grayden Paul Park, and 33 spaces are at Fisherman's Park.

    (5)

    Only non-motorized, self-propelled vessels are eligible for permits.

    (6)

    Full-time and part-time town residents are eligible for a permit. A town water bill, utility bill or tax bill must be presented at the time of permitting as evidence of residency.

    (7)

    Permits are issued in-person on a first come, first served basis on the first Wednesday of February at Town Hall. In the event an applicant is unable to appear in person, he/she may send an authorized representative. The representative needs to present written and signed authorization from the applicant at the time of application.

    (8)

    Permits will be issued that day upon receipt of a $25.00, non-transferable, non-refundable fee.

    (9)

    A maximum of two permits will be issued annually per household.

    (10)

    Upon issuance, permit holders will sign a statement acknowledging that all vessels must be removed upon issuance of a hurricane warning by the National Hurricane Center.

    (11)

    Permits will include the following:

    (a)

    Permit number and issue date;

    (b)

    Permit holder's name, address and email;

    (c)

    Seven-day grace period instructions including final removal date; and

    (d)

    Accompanying boat sticker and display instructions.

    (B)

    Enforcement.

    (1)

    Non-permitted vessels left at Fishermen's Park or Grayden Paul Park for more than 24 hours are subject to removal by the town.

    (2)

    Upon expiration of an annual permit, a seven-day grace period will be granted beginning the first Wednesday of February to allow for all non-permitted vessels to be removed. Non-permitted vessels left overnight after the grace period, which ends the second Wednesday in February, shall be subject to removal by the town.

    (C)

    Applications.

    (1)

    Applications for permits shall be kept on file at Town Hall and shall include:

    (a)

    Permit holder's name, address, email and telephone number;

    (b)

    Permit issue date and permit number (once assigned); and

    (c)

    Boat description.

    (2)

    Applications, permits, and boat stickers shall have matching numbers so as to make it possible to identify and, if necessary, contact a boat's owner.

    (D)

    Notification.

    (1)

    Current permit holders shall be notified by mail at least 30 days before the start of the permitting year. The mailing should include an overview of the new policy and date of initiation and grace-period information.

    (2)

    Permitting changes should also be disseminated via the town newsletter at least 30 days in advance.
